Cooperation Model

*University of Edinburgh

Undergraduate Students

Southeast University students, after completing their first two years of study, can go to the University of Edinburgh to continue their studies for two more years. Those who successfully complete the programme will receive bachelor's degrees from both institutions.

Requirements: Excellent academic performance in the first two years (average score of 80+), and proficient English skills (IELTS 6.0-7.0).

*Department of Civil Engineering, The University of Hong Kong

Undergraduate Students

Outstanding graduates with a bachelor's degree in Civil Engineering or related fields from Southeast University can apply for a one-year taught Master of Science in Civil Engineering at The University of Hong Kong. Specializations include Environmental Engineering, Structural Engineering, Geotechnical Engineering, and General Engineering (e.g., Infrastructure Project Management, Transportation Engineering). Students must meet English language requirements (TOEFL iBT 80+, or IELTS 6.0 with no band lower than 5.5) and submit application materials including undergraduate transcripts, personal statements, and recommendation letters. Admission follows a nomination and review system: Southeast University nominates outstanding graduates, HKU conducts initial selection and issues conditional offers. Formal admission is granted once all conditions (including obtaining the bachelor's degree) are met. The Department of Civil Engineering at HKU commits to reserving at least 15 admission places annually for this programme.

*City University of Hong Kong

Doctoral Students

The two parties plan to cooperate in areas such as low-carbon technologies, marine engineering, smart construction, advanced manufacturing, and functional materials. The research center will gradually expand into an international scientific research platform. Both parties will explore joint fundraising, sharing of scientific research resources, mutual exchange of researchers, and joint recruitment of high-level talents. In terms of talent development, SEU can recommend up to 20 Ph.D. students (in disciplines such as Civil Engineering, Marine Science, Mechanics, Transportation Engineering, Architecture, Computer Science, etc.) to CityU to study as visiting graduate students for 6 to 12 months. The final decision on admission rests with CityU.

*Department of  the Built Environment, College of Design and Engineering, National University of Singapore

Undergraduate Students, Master Students, Doctoral Students

Each year, the two parties can exchange a maximum of 3 full-year exchange students (or 6 semester exchange students) each way. Exchange students must have completed at least two semesters of study at their home university with good academic standing (average grade of B or 70% or above, or rank in the top third of the class). They are nominated by the home university, with final admission decided by the host university. Exchange students will be registered as non-degree students at the host university, with tuition fees waived by the host university. However, they must continue to pay tuition to their home university and bear all other costs themselves, including travel, accommodation, meals, insurance, and miscellaneous fees. The host university will assist in finding accommodation (not guaranteed), provide orientation, and issue transcripts after the study period. Credit transfer is determined by the home university.

Undergraduate Students, Master Students, Doctoral Students

Forms of cooperation include: student exchanges at the undergraduate, engineer (Master's), and doctoral levels; mutual visits of faculty and researchers; internships in companies; continuing education; collaborative scientific research and innovation; academic seminars; and exchanges of publications. In principle, tuition fees are waived for student exchanges, credits are recognized by the home university, and degrees are still awarded by the home university.

*School of Civil and Environmental Engineering, Nanyang Technological University

Undergraduate + Master Students

Undergraduate students majoring in Civil Engineering at SEU, after completing their first three years of study, can go to NTU for two years of study: In the first year, they complete the final year of undergraduate coursework and the final year project (taking up to 36 Academic Units of courses, including 6 AUs of Master's level courses, requiring a Cumulative Average Point (CAP) of 4.0/5.0 or above). In the second year, they proceed to the MSc (Civil Engineering) programme. Those who successfully complete the programme and meet the degree requirements of both parties will be awarded a Bachelor's degree from SEU and a Master's degree in Civil Engineering from NTU. If students achieve a grade of 2.5/5.0 or above in the Master's courses taken during the first year, up to 6 AUs can be transferred to the Master's stage. The first cohort has an enrolment cap of 30 students; subsequent quotas will be dynamically negotiated annually by both parties based on the actual situation.

*Faculty of  Technology, Art, and Design, Oslomet-Oslo Metropolitan University

Undergraduate Students, Master Students, Doctoral Students

Each year, the two parties can exchange a maximum of 10 students each way, for an exchange period not exceeding 6 months. Students continue to be enrolled at and pay tuition fees to their home university; the host university waives application, registration, and tuition fees. Both parties agree to provide research topics and conditional support for undergraduate, Master's, and Ph.D. students who need to complete projects or theses. Students must possess the language proficiency required by the host university and comply with the regulations of both institutions. Courses taken during the exchange are documented on a transcript issued by the host university, and credit transfer is the responsibility of the home university. The host university will assist students in finding accommodation but does not guarantee it.

Norwegian Geotechnical Institute

Master Students, Doctoral Students

Both parties agree to cooperate in areas such as applying for research grants, joint supervision and training of postgraduate students, mutual visits of personnel, and joint publication of papers, as well as jointly participating in industry-sponsored research and consultancy projects.

*School of Architecture and the Built Environment, KTH Royal Institute of Technology

Undergraduate Students

The School of Civil Engineering, Southeast University can nominate up to 30 undergraduate students annually who have completed three years of study with a minimum average GPA of 3.2/4.0 to visit KTH for one semester of study. Students must demonstrate sufficient English proficiency (TOEFL iBT total score of 90 or above with a minimum writing score of 20, or IELTS Academic overall score of 6.5 with no section lower than 5.5), and are required to take courses totaling 30 to 33 ECTS credits per semester. Students must pay tuition fees based on the number of credits (corresponding to the fee for 30 ECTS credits) and bear all costs for travel, living expenses, accommodation, insurance, etc. KTH will assist in arranging accommodation. Southeast University may dispatch up to 3 faculty members to accompany and guide the students. The agreement also specifies detailed arrangements for course selection, credit transfer, application procedures, and the responsibilities of both parties.

*Faculty of Engineering and Architecture, Ghent University

Undergraduate Students, Master Students, Doctoral Students

Includes cooperation in the fields of education and academia, covering joint curriculum development, exchanges of faculty and students, scientific research collaboration, and sharing of documentation and literature. Regarding student exchanges, each party may send a maximum of 5 undergraduate or graduate students annually, for a study period of 3 to 12 months. Tuition fees are mutually waived, and credit recognition is determined by the sending institution. Students are responsible for arranging their own visas and purchasing insurance. Regarding faculty exchanges, a maximum of 2 professors or researchers may be exchanged annually. Scientific research cooperation requires separate negotiation; confidential information must be strictly protected, and costs for joint research are to be agreed upon by both parties in advance.

National University of Singapore

Undergraduate + Master   Students

Undergraduate students majoring in Civil Engineering or related transportation fields at Southeast University, after completing their first three years of study, can apply to spend their final undergraduate year at the National University of Singapore. Those who successfully complete the year and meet the requirements will be awarded a Bachelor's degree from Southeast University. Based on this, students can continue to apply for a coursework-based Master's (M.Sc.) or research-based Master's (M.Eng.) programme in the Department of Civil and Environmental Engineering at NUS, receiving a Master's degree from NUS upon completion. The programme selects a maximum of 20 students annually. During their final undergraduate year at NUS, students must complete at least 16 modular credits of courses (Level-4000 or above) and achieve a minimum Cumulative Average Point (CAP) of 3.50 to receive conditional admission to the Master's stage. Applicants must have a good level of English proficiency (TOEFL iBT score of at least 85 or IELTS score of at least 6.0) and pass an interview conducted by NUS.

Undergraduate Students, Master Students

Cooperation in the following relevant areas: exchange of scientific, academic, and technical information, appropriate academic materials, and other information of mutual interest, including intellectual property owned by both parties; identification of opportunities for exchange, cooperation, and joint research and development in areas of mutual interest; identification of opportunities to establish joint degree programmes and an international joint college at the Southeast University Wuxi Campus; identification of schemes for offering scholarships; exchange of undergraduate and graduate students for study and research; and exchange of researchers, faculty, and staff for research, training, and other discussions.

School of Architecture and the Built Environment, KTH Royal Institute of Technology

Undergraduate Students, Master Students

Exchange students study as non-degree students at the host school. Credits earned are transferred back to the home school after transcript review. Both schools waive tuition fees, but students are responsible for covering travel, living, insurance, and accommodation costs. The selection of exchange students is mutually agreed upon, with the final admission decision resting with the host school. Students must meet the language proficiency requirements of the host school. Each year, the home school may send a maximum of 1 full-year or 2 semester exchange students (undergraduate or graduate; undergraduate students must have completed at least three years of study). Summer programs (2-4 weeks) are counted towards the semester quota at a ratio of 5:1.

University of Dundee

Undergraduate + Master   Students

Stage 1: After completing their first three years of study, third-year students from Southeast University can enter the University of Dundee for their final undergraduate year. Those who successfully meet all requirements of both institutions will receive a Bachelor's degree from Southeast University and a Certificate of Performance from the University of Dundee. Students who fail any Dundee modules will be referred to the Southeast University degree review board for a final decision on degree conferral. Stage 2: Students who successfully complete their undergraduate studies are eligible to enter a one-year taught Master's programme at the University of Dundee, graduating with a Master's degree from Dundee. The application deadline is 30th or 31st May each year (for September entry). Applicants must submit transcripts, letters of recommendation, and proof of English language proficiency (IELTS 6.0 for undergraduate entry, 6.5 for Master's). Applicants with IELTS scores 0.5 below the requirement may still apply but must complete a 10-week pre-sessional English course.

University of Illinois at Urbana-Champaign

Undergraduate + Master   Students

Undergraduate students majoring in Civil Engineering at Southeast University, after completing their first three years of study, can apply for this program. Admitted students will study at the University of Illinois for two years: The first year involves concurrently completing the final two semesters of the Southeast University undergraduate degree (credit transfer determined by Southeast University) and beginning Master's coursework at Illinois. The second year is dedicated to completing the Master's program. Students must meet English language requirements (e.g., TOEFL 102+ or IELTS 6.5+) and take the GRE (can be taken during the first semester at Illinois). Those who complete the program and meet the degree requirements of both parties will receive a Bachelor's degree from Southeast University and a non-thesis Master's degree from Illinois. A maximum of 5 Southeast University students are admitted to the program annually.

Luleå University of Technology


Areas of cooperation include: supervision of graduate students; exchange of selected undergraduate and graduate students for studies or practical training; exchange of faculty and administrative staff for professional development; organization of conferences, seminars, and workshops; joint research projects; and other short-term exchanges or student exchange initiatives as agreed upon by both parties. Each year, a small number of undergraduate or graduate students may be exchanged for a full academic year or part of an academic year.

Department of Civil Engineering, National Taiwan University


Collaborative projects include: jointly conducting research and development on related topics; offering relevant courses required by students; offering relevant training courses required by the industry; providing consultancy services related to engineering management and BIM for the industry; organizing seminars related to engineering management and BIM; and publishing monographs, research reports, or books related to engineering management and BIM.

Institute of Construction Management, National Central University, Taiwan, China

Master Students, Doctoral Students

Applicants must be enrolled doctoral/master's students who have completed two semesters of study at their home university. Applications must be submitted annually according to the specified procedures and deadlines. Admission is based on review and examinations conducted by both parties, with a maximum of five students from each side per year. Courses taken by students at the host university must follow credit transfer and recognition methods confirmed in advance by both parties. The total accumulated credits must meet the degree requirements of both universities, with at least one-third of the credits earned at the host university. Student status, course registration, and grade assessment are handled according to each university's respective regulations. Thesis supervision is to be negotiated by both parties. Degrees may be awarded by either one or both institutions simultaneously, based on the standards of one or both parties.

Department of Civil Engineering, National Central University, Taiwan, China

Master Students

Applicants must be enrolled master's students who have completed at least one semester of study at their home university. Applications shall be submitted annually according to the prescribed procedures and deadlines. Admission will be granted on a competitive basis following review and examinations conducted by both parties, with a maximum of five students from each institution per year.
Courses taken by students at the host university must follow credit recognition and transfer methods confirmed in advance by both parties. The total accumulated credits must satisfy the degree requirements of both institutions, with at least one-third of the credits completed at the host university.
Student status, course registration, and academic performance evaluation shall be governed by the respective regulations of each institution. Thesis supervision shall be determined through consultation between both parties. Degrees may be conferred by either one or both institutions simultaneously, based on the standards of one or both parties, as applicable.

Aimed at promoting cooperation in areas such as the exchange of research materials and literature, and the coordination of joint research projects.

This laboratory is dedicated to cutting-edge research, technological innovation, and global talent cultivation in green energy and sustainable infrastructure. Both parties will explore cooperation mechanisms for resource sharing, talent exchange, joint research, and so on.

Indonesian Society for Geotechnical Engineering together with Institute of Road Engineering Agency for Research and Development Ministry of Public Work and People Housing


The three parties agree to carry out joint research and development activities related to manuals and guidelines concerning "Cell Tests". Expenses incurred during the cooperation, such as those for training, technical consultations, and personnel exchanges, shall be negotiated and determined separately by each party.
